Victory was a Prothean Virtual Intelligence. It was in charge of managing the underground bunkers on Eden Prime where Javik and hundreds of thousands of strong warriors were put in stasis to survive the cull of their cycle. The mission was to simply make sure the warriors outlast the invasion in stasis and to wake them up after the reapers are gone so that reclaim the galaxy and restore the empire.
Sadly, indoctrinated traitors in the Prothean ranks fouled that plan by leaking the location, purpose and the nature of the base to the reaper forces. This resulted in an attack on the bunker.
It is noted that the player never directly encounters Victory. Instead it is featured in the visions induced on Shepard by the Prothean logs and Jarvik himself on the mission Priority: Eden Prime.
The first vision is induced by the footage that was being examined by Cerberus to figure out how to open the pod. In this cutscene of a Prothean battle, we encounter Victory when Javik commands it to seal the bulkhead. After the bulkhead is sealed, Victory informs Jarvik that approximately 300,000 life pods have been destroyed by the reaper forces. From Jarvik's reply we learn that it is only one third of the number of Protheans that were to be put in stasis under Victory's supervision. Victory then alerts Jarvik, who is moaning the dead Protheans, that the northern bulkhead cannot be sealed and that it is detecting hostiles.
In the second vision (Again induced by examining a Cerberus computer) we see Jarvik ordering Victory to broadcast the stasis readiness signal to all life-pods. Victory questions of the fate of the refugees that are yet to arrive at the bunker. Jarvik replies with the phrase "Their sacrifice will be honoured in the coming empire".
Third and the final vision with Victory happens when Shepard touches Jarvik for the first time. In the vision Jarvik asks to wait a few minutes but Victory refuses claiming that the bunker is failing and there is no other option. Jarvik objects saying that there are pods online and those soldiers are still alive. Victory replies with "Their sacrifice will be honoured in the coming empire" the exact phrase used by Jarvik in the previous vision. With that Victory orders Jarvik to the life-pod so that it can start the neutron bombardment. Once Jarvik is inside the life-pod Victory announces that the neutron bombardment is underway. After few seconds, it announces that the bunker is secure. Jarvik expresses displeasure about losing so many people and doubts the possibility of rebuilding the empire. Victory claims that further adjustment may be necessary since the neutron purge has compromised the facility. Upon the inquiry by Jarvik, it says that the automated reactivation is not possible since the sensors are damaged. Thus Jarvik would have to remain in stasis until a new culture discovers the life-pod and manually activates it. Further it claims that the resulting power shortage would warrant for power needs to be triggered appropriately. Even though Jarvik protests ordering not to shut down any more life pods, Victory puts him to stasis saying that Jarvik will be the voice of the Prothean people.
