This volus expatriate merchant on the Upper Markets of the Wards appears to have a good reputation; another volus nearby claims this is the best store on the Wards to buy upgrades. The volus seems interested in Commander Shepard's activities and is mysteriously well-informed about events on human colonies. Shepard can talk to him about Feros and Noveria, earning Codex entries on each.
