Dr. Jiro Toshiwa was a human scientist working at the Ascension Project. Jiro was of Asian, likely Japanese descent (based on his surname) and is described as being good looking and fit, with dyed-red hair. He was in a relationship with Kahlee Sanders, though neither of them took it particularly seriously, and was one of the few people Gillian Grayson trusted and felt comfortable around. Though Hendel Mitra didn't trust Jiro and cautioned Kahlee about him, Jiro was normally seen as a friendly, good-natured man with a sense of humour.

However, this was a facade. Jiro was actually a Cerberus operative, planted to monitor the progress of the Ascension Project and pass information to the Illusive Man. His relationship with Kahlee was a lie: Jiro was only using her to get information. When Cerberus wanted to push ahead with their experiments on Gillian, Jiro was given a dose of neurostimulant to administer to Gillian in secret. The first dose made Gillian unleash a biotic storm in the cafeteria. Jiro wasn't present, but he later asked Kahlee about it while they were in bed together. He convinced Kahlee not to let Gillian be taken from the Ascension Project, but Jiro made a mistake when he mentioned Kahlee's father; the fact Kahlee was Jon Grissom's daughter was only known in classified Alliance documents which were filed by David Anderson.

By the time Kahlee realised this the next morning, Jiro had already sneaked Gillian out of the Academy's hospital and to a secluded spot to administer the second dose. However, this time he injected it into Gillian's spine and the drug caused a seizure. Jiro was caught when Hendel Mitra arrived and ordered him away from Gillian. While Hendel was distracted by Gillian's condition, Jiro used his standard-issue stunner and shocked Hendel unconscious with it. He then fled the scene but ran into Kahlee and was incapacitated after a brief struggle.

Jiro was then questioned by the Alliance. Though he managed to hold out under harsh interrogation he eventually admitted he was a member of Cerberus, though not the details of his mission. Jiro's fate after that is unknown; as Paul Grayson knew, Cerberus occasionally rescued its operatives when they had been captured, but Jiro would likely be considered expendable.
